Assignment Description:
1. One project that has been discussed for a long time is the idea of a direct
railway link between Budapest City Center
and Ferihegy International Airport,
which is now known as the FEREX project. The project was revitalized in 2006,
when the Public Private Partnership (PPP) Inter-Ministerial Committee accepted
the FEREX plan as a potential PPP structured project. FEREX will provide
support and advice to explore options for private sector participation in the
development of the proposed rail link.
2. FEREX is also considered to be a pilot project for several reasons: (i)
while Hungary has ample experience with PPPs in the road sector, it will be the
first railway project to be developed within a PPP structure; (ii) it will be
the first potential Railway PPP project with a user-fee structure in Hungary;
and (iii) it will be the first PPP project where the fiscal monitoring system
for Government support to PPPs could be applied. As a result of the previous
discussions held with the World Bank, support to the FEREX project could be
provided through technical assistance on a cost-sharing basis.
3. The World Bank has received a grant from the Spanish Trust Fund and intends
to hire three individual consultants (a PPP specialist familiar with the
international/EU transport and Railway sector (who can also develop
presentations), a legal PPP specialist, and a financial PPP specialist ) who
will assist the Bank team in reviewing documents prepared by the Government of
Hungary, and assessing the relevance of the proposed structures for the FEREX
PPP project, drawing on international best practice, reviewing the business
case for FEREX project. Part of the grant funds will be used for the
preliminary design of a generic financial model suitable for potential
inclusion into a railway PPP economic and financial toolkit, similar to the
existing World Bank/PPIAF Highway PPP Toolkit.
The Objectives of the Assignment: As part of the World Bank Regional
Transport Infrastructure TA project (P100849), the development objective of
this activity is to allow the World Bank to provide guidance to the Government
of Hungary to assess, and prepare options, designs, and the necessary
frameworks for the development and implementation of the FEREX project under a
PPP scheme. The knowledge and experience gained by the Spanish Government in
the development of the successful High Speed train between Figueras and Perpignan represents a
vital input into the design of the proposed FEREX project.
To accomplish the above objective the consultant will be required to: (i) to
provide advice to the World Bank transport team to overview and to assess the
relevance of the proposed structures for the FEREX PPP project, drawing on
international best practice; and (ii) to assist the World Bank transport team
in reviewing the business case for the FEREX project prepared by the Hungarian
Authorities, including the contract design, and the bidding process.
Funding Source: The World Bank intends to finance the assignment/services
described below under a trust fund from the Spanish CTF - FY07 (ECA Energy
& Mining/Transportation/Water, Sanitation & Flood Protection).
Eligibility: It is envisaged that this contract will be financed, fully
or partially, by funds provided under the Bank's Consultant Trust Fund (CTF)
Program.
The CTF Program imposes restrictions on consultant nationality. Only Spanish
consultants are eligible for funding from the CTF used to finance this
contract.

Individual/Firm Profile: The consultant should be an individual or an
individual expert proposed by a firm.
Criteria:
1. Interested consultants should provide information showing that they are
qualified in the field of assignment.
2. Interested consultants should provide information on their core business and
years in business.
Submission Requirements: The World Bank now invites individual eligible
consultants to indicate their interest in providing the services. Interested
consultants must provide information indicating that they are qualified to
perform the services (brochures, description of similar assignments, experience
in similar conditions, availability of appropriate skills among staff, etc.).

Notes: Consultants will be selected in accordance with the procedures
set out in the current edition of the World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers.
Selection and contracting will normally be made from responses to this
notification. The consultant will be selected from a shortlist, subject to
availability of funding.
